The "snippy" remark was not intended to be "snippy" as you put it, merely a point that the current health care is mandatory for ALL citizens, not just the Seamen. We are being penalized (taxed) whether you like it or not. They were not taxed back then.

We could both be slightly correct. The first US navy was 17751790. Merchant Seamen were then inplace. The Navy as we know it began in 1797, so the Merchants were between the two.therefore, it was a precursor of our modern day Navy.

You really should read the act before commenting on it. 1) It was for merchant seamen (not the US Navy, which had already existed for 23 years), 2) it was mandatory, and deducted from the seaman's pay.

Correct. However, this was also the precursor of the US Navy. Not ALL citizens were covered. No one was penalized (taxed) for not having it. The rest of USA was working, not lazily collecting welfare.
